Content

In 2016, the German Federal Environmental Foundation (DBU) assigned the Environmental Assessment & Planning Research Group at the TU Berlin to conduct a horizon scan on environmentally and socially sound wind energy development in Germany. The project runs over the period of one year using an inter- and transdisciplinary perspective to identify the upcoming need for action, based on the viewpoints of various stakeholders. The Horizon scan thus aims at indicating fields of research on socially and environmentally viable wind energy development that can be pursued by the DBU on a short-, medium-, and long-term perspective. Amongst others, the horizon scan may for example yield an overview of methods for assessing new avoidance measures and their respective effectiveness. Moreover, the development paths of wind energy shall be approached particularly from a socially sound perspective (e.g. under the aspect of allocative fairness as well as with respect to concepts of sustainability assessment) and considering new fields of action within species and habitat conservation (e.g. in a regional and cumulative context). This may finally lead to the conception of an inter- and transdisciplinary pilot project stemming from one of the jointly identified action fields. The research project emphasises the interaction and constructive exchange among relevant stakeholder groups (research, practice, and civil society) while ultimately aiming at the identification of upcoming issues and future topics of discussion.
