Description

The "Guidelines for the Evaluation and Balancing of Impacts in the Federal State of Berlin" has been one of the most established tools of the Senate Department for Urban Development since its introduction in the 1990s. The approach to calculate compensation was developed by Auhagen & Partner. In 2004/05 the guidelines were updated and expanded by the TU Berlin on behalf of the Senate Department for Urban Development to include a cost-based approach for a simplified method and descriptive case studies.Due to the development of European, German national and federal legislation, new and updated data and research results, it is necessary that the guidelines are updated. The guidelines will be analysed in detail to ensure that they are up-to-date and consistent both with legislation and in terms of their content. They will also be analysed for crossovers and compatibility with the updated information in the Environmental Atlas as well as with other data sources. The abiotic components in particular need to be updated. Through the implementation of the European Water Framework Directive in Berlin, the entire approach to the evaluation of impacts on water has to be altered, and new evaluation criteria with relevant indicators and evaluation scales have to be developed. The evaluation of the climate will, if possible, be supplemented with a CO2 balance. In the biotic components, there are several crossover topics that need to be taken into consideration, such as the dynamically developing protection of biodiversity, the relationship between the planting of replacements and compensatory payments according to the "Tree Preservation Regulation" (Baumschutzverordnung) which was amended in 2007 and the comparable regulations according to the "Guidelines for Forest Conversion and Forest Offsetting in the Federal State of Berlin" (Leitfaden zur Waldumwandlung und zum Waldausgleich im Land Berlin) from the Berliner Forsten. The case studies will be adapted to the amendments or new ones will be written.
