Promoting spatial and environmental planning for wind energy

Electricity produced from renewable energy sources shall be increased to 35% by 2020, predominantely  wind energy based. In recent years the use of wind energy on land contributed significantly to the generation of electricity from renewable energy sources. In future, large offshore wind farms in the North and Baltic Seas shall further contribute to the deployment of wind energy. Nevertheless, a further expansion on land will be required to achieve Germany´s climate protection objectives. In the short and medium term, onshore wind energy represents the most economic development potential in the field of renewable energies. Repowering, that is the replacement of current turbines by new generations with an increased performance will play a prominent role.

We analyze and support approaches for wind energy in the planning and permitting processes scrutinizing the specific statutory requirements of the German states. Competing land use requirements, spatial development goals, local acceptance as well as environmental objectives and nature protection challenges matter. Therefore, a comprehensive stakeholder exchange,  in particular with the states, is a fundamental precondition. The dissemination of results is ensured by the close interaction with the federal and state initiative on wind energy (BLWE), an extension of the previous project "Removing legal planning obstacles to the designation of suitable sites for wind energy on land” (9/2011 bis 9/2013).
