Description

Turning waste into raw materials

Objectives

How can water and energy infrastructure be combined in a way that provision and waste disposal can be guaranteed in rural regions? In which way infrastructure can contribute to regional value added? Which secondary resources such as waste heat, biomass, waste or purified waste water that are still unused are available in the rural area and can be utilised for regional economic purposes?

These questions are to be faced within the research project “Re-use chains in water and energy infrastructures in shrinking regions” – or in brief: “RePro – Rural Resources”. Up to the year 2013 economically sustainable, regional re-use chains will be established for two areas: the climate protection region Elbe-Elster and the bio-energy region Wittenberg. Re-use chains aim at intelligent and sustainable use of material and energetic resources.

Facing the rising prices for energy and raw materials, communities and businesses show enhanced interest in the development of the above mentioned material-energetic re-use chains.

Within the project technical, economical, financial and strategic concepts will be developed for an effective use of resources and infrastructure. In a next step manageable regional re-use chains will be designed. The focus will be set on supporting business approaches for optimising material-energetic as well as economic-social re-use in rural regions.      

It is a superior goal to exemplify re-use chains within the model regions in order to prepare a transfer to other shrinking regions. Those re-use chains will be sustainably organised and combined with concrete financial options.
The scientifically focal aim is to compile the required technical-economical knowledge, spatial planning and management instruments as well as finance and business models in a transferable tool set.  

 

Contents

The required concepts and instruments for the development of re-use chains towards a sustainable land management will be generated along concrete examples in both study regions and generalised for implementation in other regions.

In detail:

  • regional technical and investment strategies for creating cross-sectoral, semi-centralised solutions for energy and waste water infrastructure will be elaborated that have to be resistant under regional shrinking conditions,
  • spatial planning and management of the entire re-use chain will be brought together in a GIS-based decision support system,
  • finance and business models will be developed putting diverse finance backgrounds of participants into account and enabling entrepreneurial setup of re-production chains,
  • sub-project results are going to be transferred into a toolbox “Activating Land Management”, which enhances the development of re-production chains in other regions.


Methodology

Sub-projects operate with the following methods (among others):

  • Regional constellation analyses and innovation management
  • Trans-sectoral cost analyses of technique, investment and operation
  • GIS-based methods of data collection and illustration,
  • Ecological potential and risk assessments
  • Scientific finance analyses and economic feasibility studies.


Target groups

Beneficiaries of results are:

  • Local politicians and local decision makers,
  • Municipal developers and business developers,
  • Regional planning authorities and consultings,
  • Scientific community,
  • Businesses that are interested in the utilisation of secondary resources.
