To achieve a high degree of environmental relief in urban planning processes, foresighted and sustainable planning in regard to expected environmental changes is necessary. This does not only implicate a downstream response to changes in nature and environment, but also regulation via the timely integration of environmental concerns into the urban planning and strategic processes at an early stage.
Hence, the aim of the project is to model a strategic Planning and Decision support instrument. It will be developed as a multiscale and -temporal information system which harmonizes the plenty though heterogeneous data structures in Berlin to thus provide for a more optimized application of this data when addressing current requirements and problems.

The project builds on previous research (see completed projects section). In this phase, it is intended to create a flexible and expandable tool, that allows for the environmental information to be applied on differing scales (multiscale) taking into account spatiotemporal (multitemporal) changes.
By interlinkage of the manifold environmental information, planning and decision-making processes shall be made workable in an integrated and nature- and environmentally friendly manner.
A substantial element of the project is the exemplary development of an application for scenario and alternative analysis', which by means of the preprocessed data structures, is capable of representing a strategic assessment of suitable alternative sites and accompanying extensive appraisal of environmental effects on the subjects of protection. With help of the application tool, environmental impacts of planning alternatives- and scenarios as well as impacts of conversion or subsequent use concepts are to be made representable and comparable.
Therewith the Senate Department for Urban Development aims at foresighted operating already on upstream and informal planning levels thus increasing environmental relief in the city area. The scope of application shall also address questions of digital public information and -participation, respectively. This is supposed to promote an intensified involvement of the public into Berlin`s planning processes.
