Introduction and Overall Project Goals

Young Cities - New Towns in Iran is one project out of 14 currently supported by the research
program "The Urban Transition - Research for Sustainable Development of the Megacities of
Tomorrow" of the German Federal Ministry of Education and Research.

The project aims at developing planning and building projects and models on a spatial,
cultural and organizational level in-between the local realm of specific experiences and the
national realm of planning programs. The goal is to realign these two levels: local short-term
needs should be part of a longer-term strategy that also has a much broader reach.
Therefore the objectives of the Project can be seen at different scales:

Regional scale: Influencing the development of Hashtgerd New Town - contribution to a
sustainable development in the region of Karaj/Hashtgerd in the Tehran Province.

National scale: Transfer of experiences, concepts and tools from Hashtgerd to further
Iranian New Towns - optimize the Iranian New Town concept and the establishment of
regulations, laws and their supervision.

Global scale: Abstraction and generalization of scientific results for use as guideline for "New
Towns as a strategy for the sustainable development of Megacity regions of tomorrow".

Specific project aims

The goal is the co-operative development of a guideline for an appropriate procedure for an
Environmental Impact Assessment in Iranian New Town development, together with the
Iranian partners. All subjects of protection of Environmental Assessment should be taken
into account, but in accordance with the general objective of the overall project, special
focus is to be placed on the aspects of climate.
Moreover, the guidance to be developed is to be adapted to the socio-cultural and natural
conditions in the Tehran region. Transferability of good practice established here to other
New Town development project is also a major goal.

In connection with the general goal of the overall project stands the analysis of possibilities
and the development of suitable methods for the consideration of climate protection
aspects in Environmental Assessments in urban development.

Expected Outputs

  • Guideline for a simplified environmental assessment procedure adapted to the local conditions in Iranian New Towns, which could possibly be transferable to other countries within the MENA region;
  • Suitable methods of evaluation for the consideration and integration of climateprotection-relevant parameters in environmental assessment for urban development;
  • Capacity building effects among Iranian planning experts.
